Welcome to the City of Texarkana, Texas Public Works Division! 

The Public Works Division is one of the largest divisions at the City, encompassing several programs and departments. Public Works included engineering and infrastructure, street maintenance, sign and signal, stormwater management, vector control, fleet maintenance, and also oversees the trash collection, or solid waste, contract for the City. 

Each of these functions have personnel responsible for administration of the programs. Public Works administration is also responsible for review and approval of commercial development site plans, floodplain development permits, stormwater management, and subdivision construction plans.

Public Works administration provides complete engineering service to the City including surveying, design, drafting, plan and specification preparation, construction staking, construction inspection, and administration of in-house and consulted designs. In addition to storm water and street designs, this program assists in the design and construction of capital improvements for other departments within the City of Texarkana, Texas.


Fleet services is a team of professionals dedicated to enhancing city services by providing departments with safe and effective vehicles and equipment. The department ensures the responsible use of tax dollars by managing the acquisition, maintenance, and disposal of the City's fleet in the most cost effective manner possible.

Fleet maintains city owned vehicles and equipment for these departments:

Fleet also maintains the City fuel facility, and administers the City of Texarkana, Texas fleet replacement fund which phases out  the oldest vehicles as new vehicles are brought in according to the replacement schedule.

The Sign & Signal Division is responsible for the installation and maintenance of devices that assist citizens and visitors of Texarkana to move about the city safely, and in a timely manner including but not limited to:

  • Over 12,000 regulatory, warning, and guide signs.
  • Traffic signals at 68 intersections.
  • Advanced Rail Crossing and Fire Station warning signals.
  • Signal Ahead, School and Pedestrian Crossing warning beacons.
  • Pavement markings, including double yellow and broken white lines, parking space marking, turn arrows, crosswalks, stop bars, and raised pavement reflectors.
  • The luminary lighting system on various streets, at traffic signal intersections, and around city parking lots and buildings.
  • The tornado warning sirens.
